17. Betting by means of unlicensed totalisator an offence
A person who—(a)effects a betting transaction by means of a totalisator other than by means of a totalisator in respect of which a licence has been issued under this Part; or(b)uses or permits the use of a totalisator otherwise than under and in accordance with the terms of a licence issued to him under section 18, shall be guilty of an offence and liable to a fine not exceeding ten thousand shillings or to imprisonment for a term not exceeding one year or to both.
