18. Mainstreaming climate change actions into strategic areas
The Council, on the recommendation of the Cabinet Secretary shall each year identify priority strategies and actions of disaster risk reduction related to climate change and—(a)advise the President to require incorporation of this priority strategies and actions into functions and budgets of each State Department, state corporation and other national government entities;(b)advise a county government on priority strategies and actions that should be integrated into functions and budgets of departments and entities of the county governments; and(c)develop a specific public safety component for disaster risk reduction for incorporation by all levels of government to prevent climate change induced disasters, and manage emergency responses.
