(1)The Cabinet Secretary shall appoint the secretary to the Tribunal.(2)A person shall be qualified to be appointed to hold office as secretary to the Tribunal under subsection (1) if such a person is an advocate of the High Court of Kenya of not less than seven years standing.(3)The Tribunal may appoint such other staff as may be necessary for the proper discharge of the functions of the Tribunal under this Act.
