18. Transitional Clause.
(1)A person who is carrying out an activity, industrial plant or undertaking set out in the First Schedule shall, within twelve months of the commencement of these Regulations, comply with the provisions of these Regulations.(2)A person who fails to comply with subregulation (1) commits an offence.
