55. Parties to a proceeding
(1)The complainant and the respondent are parties to a proceeding in respect of a complaint referred to in section 43.(2)The Cabinet Secretary shall not be a party to a proceeding in respect of a complaint referred to the Commission unless it has been joined as a party to the proceeding by the Commission.
