73. Granting of licences
(1)A person may make an application for a licence, permit or certificate to the licensing authority in the manner prescribed by this Act or the licensing authority.(2)The licensing authority may, within thirty days of receiving the application—(a)grant a licence, permit or certificate accordingly, either without conditions or subject to such conditions as the licensing authority may deem fit and shall be accompanied by the prescribed fee; or(b)reject an application for grant of such licence, permit or certificate.(3)Where the licensing authority rejects an application for the grant a licence, permit or certificate, the licensing authority shall give to the applicant reasons for the refusal in writing within seven days of such refusal.
