4. Proceedings of the Board
(1)A quorum for any meeting of the Board shall be the four members and where the chairman is unable to attend any meeting of the Board the other members present may elect one of their number to be the chairman of the meeting.(2)The validity of any proceedings of the Board shall not be affected by any vacancy in the membership of the Board, or by any defect in the appointment of any member which is discovered subsequent to those proceedings.(3)The decision of the Board shall be authenticated by signature of the chairman or any other person authorized by the chairman for that purpose.
