A person who without lawful excuse the proof of which shall lie with him or her breaches any of these Regulations shall be liable, upon an inspection, by an inspector who attests to an honest belief and the balance of probability that such breach has been committed of an administrative monetary penalty of no more than 20,000 Kenya Shillings.Source: Kenya Law
