11. Parties before the Tribunal
Parties to the Tribunal shall include any—(a)person or persons aggrieved by a decision of the Authority;(b)interested party joined under the provisions of section 48 of the Act;(c)party joined by the Tribunal; or(d)other person or persons affected by a decision of the Authority who may apply to be enjoined.
