3. Application

These Regulations shall apply to—

(a)Parliament;

(b)Judiciary;

(c)a County Assembly;

(d)the National Treasury;

(e)a County Treasury;

(f)a National Government entity;

(g)a County Government entity;

(h)Commissions and Independent offices;

(i)state officers;

(j)accounting officers;

(k)receiver of revenue;

(l)public officers; and

(m)any other person performing any act or doing such thing that is provided for under these Regulations.
