16. Appeals on issuance of licences, permits, release orders or certificates.
(1)A person who is aggrieved by the decision of the Authority or the County Government in respect of—(a)the grant, refusal, renewal, variation of revocation; or(b)the conditions imposed on the grant, renewal or variation, of a licence or permit, may appeal to the Cabinet Secretary within thirty days of the date on which the applicant first received the notice of the decision.(2)A person who is aggrieved by the decision of the Authority or the County Government in respect of—(a)the grant, refusal, renewal, variation of revocation; or(b)the conditions imposed on the grant, renewal or variation, of a release order or certificate, may appeal to the Court within thirty days of the date on which the applicant first received the notice of the decision.
