18. Sugarcane development plans

18. Sugarcane development plans
(1)A miller shall develop and submit a sugarcane development plan to the Authority and the respective County Government.(2)An out-growers' institution shall develop and submit a sugarcane development plan to the Authority and the respective County Government.(3)A sugar development plan shall be based on the number of growers, the size of the land under cultivation, sugarcane varieties cultivated, yields of the sugarcane cultivated and the maturity profile of the sugarcane.(4)The purpose of a sugarcane development plan shall be to facilitate economic harvesting and transportation.(5)A sugarcane development plan shall be developed in consultation with the growers.
