5. Application of scale fees

(1)An engineer or a firm shall not be paid less than the fees specified in these Rules.

(2)The fees payable under these Rules shall be determined by taking into account the following—

(a)project complexity;

(b)monetary value of the works;

(c)duration of the project;

(d)level of risk and responsibility of the engineer or firm;

(e)level of skills, experience and expertise required;

(f)technology required;

(g)duplication of works, if any;

(h)client’s requirements; and

(i)scope of the project.
