19. Staff of the Organisation
(1)The Board may appoint such officers, agents and staff as are necessary for the proper and efficient discharge of the functions of the Organisation under this Act upon such terms and conditions of service as the Board may determine.(2)The Board may, on the advice of the Director-General, engage, on behalf of the Organization, the services of such experts in respect of any of the functions of the Organization in connection with which they are considered to have special competence.
