10. Secretary
(1)There shall be a Secretary who shall be a youth appointed by the Council.(2)The Secretary shall hold office for a period not exceeding five years, or until he or she attains the age of thirty-five years, whichever is the earlier, on such terms and conditions of service as the Council may, from time to time determine.(3)The Secretary shall be an ex-officio member of the Council but shall have no right to vote at any meeting of the Council.(4)The Secretary shall be the chief executive officer of the Council and shall, subject to the direction of the Council, be responsible for the day to day management of the Council.
