11. Functions of the Secretary
(1)The Secretary shall, in consultation with the Council, be responsible for the direction of the affairs and transactions of the Council, the exercise, discharge and performance of its objectives, functions and duties.(2)The Secretary shall─(a)ensure the maintenance of efficiency and discipline by all staff of the Council;(b)manage the budget of the Council to ensure that its funds are properly expended and accounted for; and(c)perform such other duties as the Council may, from time to time, assign.(3)The Secretary shall submit to the Council for approval, not later than three months before the commencement of each financial year, a programme of activities of the Council in respect of that financial year.
