28. Operations in controlled airspace designated for an airport
(1)Except for flights to and from a dispensing area, a person shall not operate an aircraft within the lateral boundaries of Class C and D airspace and areas designated for airports unless that person has obtained written authorisation for that operation from the Air Traffic Control facility having jurisdiction over that area.(2)A person shall not operate an aircraft in weather conditions below visual flight rules minima within the lateral boundaries of the Airspace classification of his/her operations unless that person has obtained written authorisation for that operation from the air traffic control facility having jurisdiction over that area.
