21. Mother plants/ mother block and nursery establishment.
(1)A mother plant and mother block for use as source of clean planting material shall be established in accordance with the guidelines issued by the relevant government agencies in consultation with the respective County Government from time to time.(2)A nursery shall be established in accordance with any guidelines issued by the Authority in consultation with the respective County Government from time to time.(3)A person who contravenes the provisions of this regulation commits an offence.
